Full-time Permanent Career or Career-Conditional Appointment The applicant selected for this position will service as a Contract Specialist for the Acquisition Management Division, Office of Acquisition and Agreements Management, National Institute of Standards & Technology. They will independently plan and execute federal acquisitions following the Federal Acquisition Register (FAR) and supplemental agency regulations and policies.

The individual(s) selected for this position will be employees of the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. The individual(s) will serve as a Contract Specialist to plan, execute, and administer routine, as well as occasionally politically sensitive, acquisitions of services for the U.S. Department of Commerce, NIST Gaithersburg, Maryland, following the Federal Acquisition Regulation (FAR) and supplemental agency regulations and policies. Responsibilities include: working on-site at NIST to provide advice, information regarding acquisition policy and procedures and direct administrative support for the acquisition of a full range of services for NIST; providing guidance to NIST employees regarding acquisition planning, preparation of purchase requests and supporting documentation; evaluation of quotations and proposals; and, as appropriate, working with the Office of General Counsel and NIST management relating to the legal reviews or other legal matters relating to acquisitions being managed. Basic Requirements: A 4-year course of study leading to a bachelor''s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 9 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
IN ADDITION to the basic qualifications requirement above, an applicant must meet the criteria below:
Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 grade level (ZA-III for NIST employees) in awarding and administering acquisitions of supplies and services using the Federal Acquisition Regulation (FAR). Examples of specialized experience may be defined, but not limited to procuring important supplies and services, reviewing requisitions and determining appropriate method of procurement or appropriate choice of financial instrument; reviewing specifications and technical data packages; experience in the award and administration of contracts; and analysis of delivery requirements.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
