Full-time Permanent Career or Career-Conditional Appointment Incumbent will serve as a Telecommunications Specialist for the Telecommunications Office in the Customer Access and Support Division (CASD) of the Office of Information Systems Management (OISM) for the National Institute of Standards and Technology. They will be responsible for the coordination and administration of NIST''s mobile devices and contract.

Incumbent will serve as a Telecommunications Specialist in the Customer Access and Support Division of the Office of Information Systems Management (OISM) for the National Institute of Standards and Technology. Primary responsibility is to provide Telecommunications support for services in the NIST Gaithersburg Telecommunications Office. Incumbent will be responsible for: reviewing, processing, and distributing mobile device/service requests received from NIST staff, identifying and ensuring that all NIST mobile devices are moved over to the consolidated contract, verifying and processing various vendor invoices, checking for accuracy against actual contractual rates/plans and taking corrective action as needed; updating and maintaining various databases for telecommunications services; Processing Voicemail & Calling Card Requests; Maintain the NIST Gaithersburg Telecom webpage; Assist users with inquiries on the features or functions of the Telephone System or mobile device and takes action on repair tickets received in ServiceNow; Creating and maintaining the knowledge base articles in ServiceNow; Rectify daily call record error logs in the MANAKON System. Incumbent will provide IT services using the Information Technology Infrastructure Library (ITIL) best practices model. This position allows you to qualify and be considered based on your education. To qualify for this position you must have:
Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Or
Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
One year of specialized experience equivalent to the GS-5 (or ZA-I at NIST). Experience in analyzing and developing recommendations on ways to improve electronic communications systems; Experience demonstrating knowledge of current developments and trends in communications concepts and technology.
OR
One (1) full year of graduate level education;
OR Superior academic achievement: meet one of the superior academic achievement criteria (A, B, or C) described below and you must fax college transcripts prior to the closing date of this announcement:
A) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration based on completed courses. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled;
B) Grade-Point Average (GPA) - Applicants must have a grade-point average of: a. 2.9 or higher
ut of a possible 4.0 as recorded on their official transcripts, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; or b. 3.5 or higher out of a possible 4.0 (B
or better) based on the average of the
